eBay Fulfillment Policy

The Fulfillment Policy page lets you define how your eBay orders are shipped and fulfilled. A fulfillment policy covers handling time, shipping options, packaging costs, insurance, and the regions you ship to.

Getting Started

From Settings → eBay Settings, click Fulfillment under the Policies section to navigate to the fulfillment policy editor.

Policy Overview

At the top of the page, you'll see fields for:

  • Name — A name for this fulfillment policy (e.g., "Standard Shipping Policy").
  • Description — A brief description of the policy.
  • Marketplace ID — Select the eBay marketplace (e.g., EBAY_US).
  • Handling Time — Set the number of days and unit (e.g., 2 business days) between order receipt and shipment.

Shipping Toggles

Enable or disable the following shipping behaviors:

  • Freight Shipping — Allow freight shipping for oversized items.
  • Global Shipping — Enable eBay's Global Shipping Program.
  • Local Pickup — Allow buyers to pick up items locally.
  • Pickup Drop Off — Allow third-party drop-off pickup.

Category Types

Specify which product categories this policy applies to. You can add multiple category types and mark one as the default. Click Add Category Type to add additional categories. Each category can be set as the default for matching products.

Shipping Options

Shipping options define the actual shipping services buyers will see at checkout. You can add multiple shipping options (e.g., domestic, international).

Adding a Shipping Option

Click Add Shipping Option Type to create a new shipping option. Each option includes:

  • Cost Type — How shipping cost is calculated (e.g., flat rate, calculated).
  • Option Type — Select Domestic or International.
  • Insurance Offered — Toggle to offer shipping insurance.
  • Shipping Promotion Offered — Toggle to offer shipping promotions.
  • Rate Table ID — Reference to a shipping rate table (optional).
  • Shipping Discount Profile ID — Reference to a discount profile (optional).

Package Handling Cost

Set a flat handling cost per package, including the currency and amount.

Insurance Fee

Set an insurance fee for covered shipments, including the currency and amount.

Shipping Services

Within each shipping option, define individual shipping services:

  • Shipping Service Code — The carrier and service code (e.g., USPSFirstClass).
  • Shipping Carrier Code — The carrier identifier (e.g., USPS).
  • Free Shipping — Toggle to offer free shipping for this service.
  • Buyer Responsible for Pickup — Shift pickup responsibility to the buyer.
  • Buyer Responsible for Shipping — Shift shipping cost to the buyer.
  • Shipping Cost — Set the base shipping cost (currency and amount).
  • Additional Shipping Cost — Extra cost applied on top of base shipping.
  • Cash on Delivery Fee — Fee applied for cash-on-delivery orders.
  • Surcharge — Additional surcharge (currency and amount).

Shipping Regions

Define which geographic regions you ship to and which you exclude.

  • Included Regions — Countries or regions where you ship.
  • Excluded Regions — Countries, states, or territories you do not ship to.

Saving and Publishing

  • Save — Saves the policy to your local settings.
  • Publish — Sends the fulfillment policy to eBay. After publishing, the API response is displayed for review.
  • Load Example Data — Pre-fills the form with sample data to demonstrate how the policy should be structured.

The policy must be saved before it can be published to eBay. Publishing will register the policy with eBay, making it available when creating listings.
